Further efforts continued but it wasn’t until November 2022 that voters approved the referendum with 67.2% in favor, effective July 1, 2023. In January, 2024, the state began issuing licenses to cannabis businesses.

By November 2023, total sales of adult-use cannabis reached $270 million and by April of 2024, the recorded sales number hit $574 million, with overall cannabis sales exceeding $700 million.

Maryland Cannabis Regulations

State Cannabis Overview: In November 2022, Maryland voters approved a referendum to legalize marijuana for adult use. The accompanying Cannabis Reform Act (H.B. 556/S.B. 516) was passed by the Maryland Legislature in spring 2023 and took effect on July 1, 2023.

The Maryland Cannabis Administration (MCA) has since awarded 174 social equity licenses for recreationa cannabis to growers, processors, dispensaries, and microbusinesses.

Can I take cannabis out of Maryland?

It remains illegal to carry or transport cannabis over state lines. Leaving or entering Maryland with any cannabis products (medical or adult-use) is prohibited. Mailing cannabis in or out of the state is also illegal

What do I need to do before I can apply for a cannabis business license?

Verification is necessary to be considered a social equity applicant. Use MCA’s template to draft your application and register for a OneStop account. The Social Equity Verification Portal closed on November 7, 2023. Access requests closed on November 6. 

Those who haven’t submitted required information by this date have until November 10 at 5PM to complete it. If you’re eligible based on living in a disproportionately impacted area outside Maryland, provide additional information to the MCA.
